SCPA-EN-00278 Report

Item #: SCPA-EN-00278

Object Class: Safe

Special Containment Procedures:
SCPA-00278 is to be kept in a standard Safe-class locker at Site-19. Access to SCPA-00278 is restricted to Level 2 personnel and above. SCPA-00278 is not to be removed from its locker except for experimentation purposes.

Description:
SCPA-00278 is a pocket watch of unknown make and model, presumed to be of 19th century origin. The watch has an analog clock face and is constructed of silver and glass with a leather strap. When someone winds the watch (using the winding mechanism on the side of the watch), time appears to slow down for the person who wound it. The individual will perceive time moving 3 times slower than it should be. This effect only affects the person who wound the watch and not the surrounding area.

Additionally, the watch has the ability to rewind time for the individual who wound it. The user can only rewind time for themselves by up to 5 seconds, with each use of this ability causing the watch to tick louder than before.

The intricacies of SCPA-00278's mechanics have not been fully understood. Despite extensive testing, no other features or additional abilities have been noted.

Additional Information:
The pocket watch was recovered from a residence in France after reports were made of strange time manipulation events within the area. It was discovered in the possession of an elderly woman who was living alone. The Foundation investigated and discovered the item's anomalous properties. The elderly woman, who is unknown to the Foundation due to recent memory loss, appeared to have no knowledge of the item's properties.

Notice:
Efforts to fully understand the mechanics of SCPA-00278 are ongoing. All testing with the item must be approved by two Level 3 personnel and the use of the time manipulation ability is currently under review due to possible negative side effects.
