SCPA-EN-00194 is to be contained in a standard Safe class locker at all times.
Access to SCPA-EN-00194 must be approved by at least two (2) Level 2 personnel, and must be recorded in the site registry.
All testing and experimentation involving SCPA-EN-00194 must be conducted in a soundproof testing chamber.

Description:
SCPA-EN-00194 appears to be an ordinary tape recorder, with no identifying marks or brands. While no abnormalities are found in the physical construction of the device, SCPA-EN-00194 demonstrates anomalous properties when used.
When activated, the device will emit a low, whirring hum. Upon recording audio, SCPA-EN-00194 will replay the audio that has been recorded, but with all speech replaced with an indecipherable, guttural language. The language appears to have no discernable pattern or structure and has proven impossible for any personnel to translate.
It is important to note that SCPA-EN-00194 will filter out all sounds that are not immediately audible to the human ear, such as background noise, white noise, or electronic interference.

Additional Information:
Despite extensive testing and experimentation, no way has been found to translate or understand the audio generated by SCPA-EN-00194.
However, it has been noted that prolonged exposure to the audio or using the device for extended periods of time may cause intense nausea or headaches.
Attempts to utilize SCPA-EN-00194 as an audio surveillance device have been met with failure, as the device will not record any audio that is not audible to the human ear.
